This one-man office acts as an ombudsman for victims of violent crime and works with families of unsolved crimes. Prior to Crime Stoppers, he was the Victim Advocate for the Mayor’s Office and Houston Police Department for 26 years.
He was the first Victim Advocate in the country to be staffed out of the Mayor’s Office.
During his tenure, he has been responsible for enacting over twenty-five pieces of Legislation to enhance victims’ rights and public safety. In addition, he continues to serve as a board member for Parents of Murdered Children-Houston Chapter and Texas Equusearch. He is nationally recognized as an expert in the issue of offenders profiting from their criminal conduct and has crafted laws commonly called ‘Notoriety for Profit Laws’ in numerous States. He coined the term ‘Murderabilia’ to describe a burgeoning industry thriving primarily online that sells personalized items obtained from serial killers, mass murderers, high-profile murderers and school shooters.
He has received numerous awards for his work as a Victim Advocate including being the first recipient of the Ronald Reagan Public Policy Award from The U.S. Dept of Justice; The Becky Reed Award from the National Organization of Parents of Murdered Children for his extraordinary contributions to surviving family members of homicide, The National Organization for Victim Assistance (NOVA) , The National Foundation for Improvement of Justice Award and most recently the first recipient of The Courage Award from the Harris County Republican Party in 2025.
He was recently appointed as a Public Member to the State Commission on Judicial Conduct by Texas Governor Greg Abbott.
