Vicki Rains is a dedicated law enforcement professional with over 26 years of experience serving communities in both Kansas and South Carolina. She began her career on patrol, later advancing to the Criminal Investigation Division, where she developed a strong foundation in investigative work.
Early in her career, Vicki served as a Crime Scene Investigator (CSI), gaining critical forensic skills that would support her throughout her career. After relocating to South Carolina in 2012, she transitioned into case investigations, working a wide range of serious and complex cases including sexual assault, human trafficking, homicide, robbery, missing persons, and property crimes. She also served as a supervisor in CID and held responsibilities as an on-call supervisor.
In addition to her investigative work, Vicki demonstrated a deep commitment to service and leadership. She served on the Sheriff’s Honor Guard throughout her tenure, was a member of the Deputy Advisory Council, and contributed to the Multidisciplinary Team reviewing child sexual assault cases, as well as the Governor’s Domestic Fatality Review Team. As a member of the International Speakers Bureau for South Carolina, she had the honor of engaging with individuals from around the world, sharing insights on domestic violence laws in the United States to help inform and inspire policy development in other countries.
Vicki has completed extensive specialized training in interviewing and interrogation, homicide investigations, and forensic interviewing of children. She has also served as an expert witness in court. Her excellence has been recognized through numerous awards, including Deputy of the Quarter, Investigator of the Quarter, multiple lifesaving awards, and the Gary Cannon “Great Attitude” Award, among others.
At the heart of Vicki’s career is her passion for helping others. She is known for building trust within communities, often reaching individuals who might not otherwise seek help, and connecting them with resources and support. Her dedication to service extends beyond her professional role, as she actively volunteers on hospitality and security teams at her church.
Outside of her career, Vicki enjoys spending time outdoors and has a deep love for the water. She is also a proud mother of three children—Beth, Nathan, and Keith—all of whom have served in the military, with her son Nathan currently serving on active duty.
